I have read and re-read rule 4 for scrums....numerous times....and it doesn't make sense to me. Goal line drop out when an attacker is held up in-goal or knock on in-goal. anyone know what that means?
Orange card rule is a little fuzzy too. High tackles are either a red or yellow....what is the orange card for? sin bin for 20 minutes?
The rules render scrums/mauls less effective/useful for teams and is more akin to rugby league....

Now instead there will be a drop-out, akin to the 22 Drop-out from when the ball goes over dead-ball line. But the restart kick will be from or behind the goal (try) -line.

Thanks SN...so if i understand you correctly...when an attacking team is held up...the defending team get a drop-out...is that right? similarly if the defending team knock-on behind their own try line or bring the ball back and get tackled/other, the defending team also get a drop out (from their try line)?
Introduction of what was a Rugby League restart rule - drop out from under the post. Building pressure by repeated pick and go with attacking scrum has been cut-out.
Orange Card one is interesting. Basically a player suspected of a dangerous high tackle is sinbinned for 15 minutes and the incident is reviewed during that time by the ref and TMO. If it is deemed a red card, then the player doesn't return. If only a YC say, then they return to the pitch after the 15 minutes.
Currently a team can be punished harshly if the ref wrongly gives a red card, no use if post game if it is deemed not a red card. The opposite applies also, a player doesn't get a red during the game, but does post game via citing and ban. No use to the team they just played.

fair points Neill...but why the need for an orange card? cannot they default to yellow while it is being reviewed?
Game is really going towards rl with these rules plus the 50/22 law , next it will be uncontested scrums
Being held up over the line and getting a scrum v is a lot more of an advantage then being forced to field a restart on half way with a full line of defenders in front of you.
Have they mentioned banning spitting on the pitch yet? that seems an obvious law

Top level guys can drop kick from hand a good 40 metres or so the rl sides regularly boot the ball up to the half way line area
In fairness , ive been kicking the ball over the park in this lockdown period and been slotting them over from 22 metres maybe a come back is on the cards
With practice (and they've plenty of time for that) the regular kickers can drop-kick the ball 50+ metres at will with accuracy. Usually they will target a non-expert kicker to receive the ball towards a touchline and follow-up very fast (hence the importance of kick elevation) and enforce a diagonal "full-court press" as seen in basketball.
This is a massive boost for the defensive side of rugby. It's far more than a technical adjustment and very much targeted at eradicating a very effective, but boring, attacking tactic. Rugby law makers have decided that the spectacle of repeated forward rumbles close to the opposition line will now carry the big risk of conceding position and possession and result in the game rapidly moving 50m downfield with the original attacking team regaining possession to try again.

Makes sense for NZ Rugby not feeling the need to apply the optional rules....they appear to have managed and controlled covid19 quite well over there. The same cannot be said for England. I am stuck in london since the middle of march and it has been nothing other than shambolic the way the UK gov has handled it. Looks like PRL won't even start training until the middle or end of June.....will be interesting to see if they avoid a second surge in the virus here. No mention on the PRL website about the optional rules.
The orange card idea doesn't seem to be covid19 related....at least I cannot see the connection. I can see both sides of the argument for this...but my feeling is that if there is uncertainty whether a high tackle is either yellow or red....just give the player a yellow and get the TMO to review and upgrade to red if needed.
