The panel deducted that Farrell’s tackle was in the mid-range, meaning a six week ban.
However, two of those weeks were reduced because of his ‘timely acknowledgment of his offending’ and his behaviour following the incident and during the hearing.

Didn't admit guilt and a repeat offender, how on earth does he get mitigation? Sending him to tackle school is a joke, the guy has been playing professional rugby for over a decade, don't tell me he doesn't know how to tackle or the risks associated with the tackle. Three weeks is about what you would expect for what I saw to be honest. Don't forget he got no sanction at all for a couple of eyebrow raising, very high profile, high tackles so they aren't to be taken into account. His previous is from years ago because of that.

Nope, POC wasn’t even cited. It was a f%~king disgrace.
if I remember correctly, at the time O’Connell wouldn’t even acknowledge he’d done anything wrong.

Dave was taken in the air and kicked in the head by POC before being stretchered off. POC admitted he'd kicked him in the head but was really surprised that there was a conversation about citing because it was an accident. Joe Schmidt and Leo were seen as the bad guys for criticising the failure to cite.

He also got sent off by Nigel Owens that day towards the end as the red mist had descended on him and he had totally lost his head. Keeping in mind the reliance on test rugby to fund club rugby in most places disciplinary procedures are always going to work out giving the paying fans the best product.

"Head coach Warren Gatland has appointed Alex King and Mike Forshaw to replace Stephen Jones and Gethin Jenkins in Wales' backroom staff.
King will return to the attack coach role he held temporarily in 2017 when Gatland was with the British and Irish Lions.
Forshaw arrives from Sale and will replace defence coach Jenkins.
King and Forshaw join Jonathan Humphreys and Neil Jenkins, who are retained from Wayne Pivac's set-up."

Gleeson’s departure appeared inevitable after Nick Evans was handed the reins of the attack last week, and the Rugby Football Union confirmed his exit with immediate effect on Friday."
Seems very odd to be leaving decision to so close to The 6 Nations.

"A remarkable intervention from the Rugby Football Union has cleared Steve Borthwick to pick the suspended Owen Farrell in his Six Nations squad on Monday without jeopardising his availability for England’s championship opener against Scotland.
With the uncertainty that Farrell’s ban would be updated to include the Scotland fixture on 4 February if selected, the RFU has written to Saracens to confirm he is available for a match that he cannot play in due to his suspension.
Farrell was given a three-match suspension on Tuesday – provided he attends tackle school – but the disciplinary panel meted out his punishment in club matches, saying it would not consider England fixtures because Borthwick had not selected his squad.
The third of those club matches is Saracens’ fixture against Bristol on 28 January but England will have started their Six Nations preparations at the beginning of that week and players selected do not play for their clubs on the weekend in question.
That raised the prospect of Farrell’s ban being altered to no longer include the Bristol fixture and instead extend to the Scotland match on 4 February if he were called up. It's a problem with having disciplinary committees second guess selection at club and international level.
If you get picked for an international squad then those matches count towards your ban. But you might not have been picked originally and now miss a call up.
Depending on how you see it the decision is between a 2 match ban and a 4 match ban, even though he's formally banned for 3.
If he's unavailable for the next 2 weeks and will miss the Scotland game then the RFU might actually want him getting gametime against Bristol.
To me the preferred (but still odious) solution would be to ban him for the Scotland game but actually allow him to play the Bristol game. If a ban doesn't count games that it doesn't think you were going to play then it shouldn't count for those games. Otherwise a ban is (for no reasons other than bad timing) being amplified by affecting the chances of international selection (which is huge) and by covering additional matches.
Another solution would have just to made it a 4 match ban and include the Bristol game.
