Possibly, but the question is why were those three grounds in particular approved? Presumably because someone (Leinster/Munster/IRFU?) already asked the question. Suggests to me that a plan is already in place. Leinster made a request for Croker and Nowlan Park to be made available for certain game...

Someone mentioned earlier about how good the Zebre fans are, considering how poorly Zebre do - one thing that keeps them coming back is that Zebre are never less than entertaining when they have the ball
