Could just go to 20 central contracts, max 7 per team, minimum 2-3 and tier them so that a gold label player (say Beirne) gets 3 years and a provincial quota alone (say Casey) gets 1-2 year. The real problem (from the other 3 provinces POV) is the Leinster schools system, and the super strong foundation it gives us relative to the others. Think it all goes to ERC with a smallish payment to clubs. I reckon Leinster must have pulled in close on €750k net from the last two weeks or about 50% of the Welsh teams budgets.
